DEMAND-RESPONSIVE TRANSPORT: HOW EUROPEAN EXPERIENCE CAN BENEFIT TYSMENYTSIA COMMUNITY
How can accessible transport connections be ensured for residents of villages when regular bus routes do not meet all the community’s needs? This question is particularly relevant in areas where a significant proportion of the population lives outside the administrative centre.
The lack of municipal public transport in Tysmenytsia Community makes it more difficult for some residents to access healthcare, employment, education and administrative services. That is why the community is exploring European practices in demand-responsive transport through the Comings and Goings project under the URBACT IV programme.
What could be useful for Tysmenytsia Community?
Understanding residents’ actual needs. Identifying settlements where access to the community centre is most difficult and determining the most important travel destinations.
Cooperation with transport providers. Exploring opportunities to involve local taxi services and make use of other available transport resources.
Flexible transport arrangements. Considering advance booking options and departure times tailored to passengers’ needs.
Affordable fares. Assessing funding models that would make transport affordable for residents while taking the community’s financial capacity into account.
Why is international exchange of experience important?
Participation in the URBACT network offers an opportunity not only to learn about European practices but also to discuss them with project partners, engage local stakeholders and identify solutions that respond to the specific needs of Tysmenytsia Community.
At the same time, the Portuguese model cannot simply be transferred to the Ukrainian context. The geographical distribution of settlements, existing transport routes, demand for transport services, the capacity of local operators and the community’s financial resources all need to be taken into account.
Mobility is about more than travelling from one settlement to another. It means access to services, new opportunities and the ability to participate fully in community life, regardless of where people live.
