«COMINGS AND GOINGS:

ON-DEMAND MOBILITY — WHAT IS IT?
Let’s explain it using the Portuguese model as an example.
On-demand mobility is a modern approach to organising transport services, where routes and journeys are planned according to the actual demand of passengers.
“Comings and Goings” is a subsidised taxi service operating on an on-demand basis and integrated into the existing public transport network. This model has several distinctive features.
HOW DOES IT WORK?
Passengers book a journey by calling a free-of-charge call centre operated by CIM Viseu Dão Lafões. Bookings must be made by 12:00 noon on the day before the planned journey.
The call centre is not only a booking service but also an important channel for social interaction. This is particularly relevant for older people, who may find it more convenient to speak to an operator rather than use mobile apps or digital booking systems.
Every day in the afternoon, the team processes all requests, optimises routes and allocates journeys to the relevant taxi operators.
If several passengers are travelling in the same direction, they can be grouped into a single shared journey. In this way, an ordinary taxi effectively becomes a flexible, small-capacity transport service that adapts to passengers’ needs.
The route-planning algorithm ensures that the additional time a passenger spends in the vehicle, compared with a direct journey, does not exceed 15 minutes.
Passengers pay €1.50 per journey — the same fare as for regular bus services — regardless of the distance travelled. Payment is made directly to the taxi driver at the beginning of the journey.
CIM Viseu Dão Lafões subsequently reimburses the difference between the passenger fare and the actual cost of the journey, calculated according to the national taxi tariff of €0.53 per kilometre. Payments are made monthly, usually within 5–15 days after the end of the month.
It is precisely these practical solutions and the experience of our European partners that help us explore new approaches to organising mobility in Ukraine.
